Rowsley - Insider Trades

I studied the insider traders for Rowsley closely. There are some parts I don't understand. What does it meant? It meant that when insiders buy, don't it buy because their timing is always off and they are buying for a longer timeframe. More over when insiders announced they are buying, retailerswill chase the shares to be only met with sellers. As of now, Rowsley might have a short term reaction before moving higher.
